Broadband Pay Plan Policy Proposal
The State Human Resources Division (State HR), Department of Administration, proposes substantial changes to the Broadband Pay Policy. Substantive changes in the revised pay policy include:
- Clarifying references to base pay or pay rates.
- Eliminate the section for Pay Exceptions.
- Throughout the policy, revise requirements to set pay within pay ranges to better align with statute and agency practices allowing pay to be set below the minimum of the range.
- Eliminate the requirement for State HR to review pay adjustments below the minimum of the occupational wage range.
- Simplify training assignment policy language by moving requirements for a training assignment to a separate document.
- Separate supervisory pay and lead worker pay sections.
- Remove 90-day pay protection for demoted employees.
- Clarify authority for pay adjustments at elected official agencies.
- Outline pay analysis components and pay adjustment submission requirements.
- Clarify settlement effective date requirements.
- Clarify differences for the two different types of career ladders.
- Clarify throughout the policy that pay adjustments must be approved by OBPP or elected officials and their designees, not State Human Resources.
- Remove the section on lateral moves/transfers.
- Revise performance lump-sum payments sections.
- Revise sign-on bonus section to include two types of sign-on bonuses.
- Add ineligibility requirement for referral bonuses if a family member is part of the recruitment process.
- Add definitions for base pay, compensation, and supervisory pay.
- Eliminate definitions of business-critical position and pay rate.
